Application for Development Permission
Over the last few months we have been working on the documentation to support a formal application for Development Permission for the airport. This work is now complete, and we are pleased to inform you that this application will be formally submitted to the Governor in Council on 5 May 2008.
In addition to the airport, this application includes the following supporting infrastructure:-
Access Road – A new 14 km road from Rupert’s Bay to Prosperous Bay Plain which will be used initially to support the construction, but which we expect to be improved to become a permanent road.
Bulk Fuel Facility in Upper Rupert’s Valley – At the same time as providing storage for aviation fuel, the new Bulk Fuel Facility will also cater for all of the island’s fuel needs, replacing the existing BFI sites at the beach and near the power station.
Wharf – Initially a temporary landing facility in Rupert’s Bay to allow the airport contractor to offload equipment and materials, but with a view to creating a permanent facility in the future.
Given the complexity and size of the project and its importance to St Helena, we are extending the normal 28 day period for representations to 40 days. That is, the public will have 40 days in which to write to the Governor in Council and raise any issues they may have in regard to the airport development.
During this period we will be arranging a series of public meetings around the island in which we will outline the basis of the development permission application, and provide information about the process. A number of graphics will also be on display which will allow you to see what the airport will look like from some of the main view points around the island. The meetings will also provide you with the opportunity to ask any questions that you may have. We expect to start with a public meeting in Jamestown on Thursday, 29th May 2008 but will confirm this date and the dates for any subsequent meetings in your local area nearer the time.

We will also be uploading the Development Permission application onto the new access project website (www.sainthelenaaccess.com) which will be available for viewing after Monday, 5th May. The new website also has a number of exciting views of the island and other information about the project.
Progress on evaluation and negotiations
You will be pleased to know that we have also completed the evaluation phase for the airport contract, and have received a formal Evaluation Report from Atkins. The report summarises their assessment of the original submissions and two rounds of substantive clarifications from Basil Read and Impregilo. The report concludes that both bids offer the potential for a successful contract and recommends that we now enter into a period of competitive negotiations with both of these companies until we can determine a clear preferred contractor.
Basil Read and Impregilo have been informed of this outcome.
